Gender Regulation and
Promoting Male Participation in Netball Policy

Approved by the Netball Victoria Board
for implementation 1 January 2019

The Netball Victoria Board has now approved the Netball Victoria Gender Regulation and the Netball Victoria Promoting Male Participation in Netball Policy for implementation 1 January 2019. This approval comes after the overwhelming support from our netball community to introduce both the Regulation and the Policy. The netball community is thanked for their participation in the survey and in providing detailed feedback during the consultation period from early June to early August this year. This feedback has resulted in some changes to both documents as well as being used to inform the creation of a detailed Netball Victoria Gender Regulation Question & Answer document as well as an updated Netball Victoria Sample Bylaws template.

Just to recap – the NV Gender Regulation has been developed to provide clear rules on male participation in grass roots netball.  The NV Promoting Male Participation Policy has been developed to provide a clear direction and policy position on how all those in the collective netball community can develop and foster a larger number of playing options for males.

Early this year Netball Victoria engaged in consultation with the netball community regarding the next strategic plan.  This process resulted in considerable feedback, comments and ideas from the netball community about the topic of ‘boys participation’. This feedback was then collated with other direct feedback, research and legal advice to create the two draft documents.  Now, having consulted with the Netball community specifically on a proposed NV Gender Regulation and a NV Promoting Male Participation in Netball Policy,  the Netball Victoria Board has formally created the NV Gender Regulation under rule 35 of the Netball Victoria Constitution.  This regulation is binding on all affiliated netball and comes into effect 1 January 2019.  The NV Promoting Male Participation in Netball Policy has also been approved the NV Board and comes into effect 1 January 2019.

The NV Gender Regulation is binding on all affiliated netball and aims to:

  1. Provide clear rules on the age upon which a male can be excluded from female competition
  2. Ensure all competitions have clarity and transparency on age and gender, including with appropriate reference to any other gender permitted to participate
  3. Demonstrate support for participation in netball on the basis of the gender with which a person identifies
  4. Provides a standard for male participation in mixed competitions for:  1.  age groups up to and including 13&U, and 2.  age groups 15&U and higher age
  5. Demonstrate that Netball Victoria and its affiliates will endeavour to create and foster more opportunities for males to participate in mixed and male competition

In preparation for the Regulation, Affiliate committees are now required to:

  1. Review the Regulation and all supporting information and contact Netball Victoria if clarification is required – this should be done as early as possible
  2. Communicate with your members to advise of the new Regulation and that your committee is currently working through how your club/association/league will be implementing the Regulation
  3. Determine which competitions will be offered for 2019 including how these competitions will be labelled – consider what consultation you may wish to undertake to do this. Consider if any new mixed or male single gender competition can be offered
  4. Once competitions are determined, review bylaws and update accordingly. Refer to the Netball Victoria Sample Bylaws template to ensure you use consistent language to help support this change
  5. If new mixed and male single gender competitions are not possible for 2019 – consider what impact this may have on your members and provide ideas and support to assist in finding options to play
  6. If new mixed and male single gender competitions are not possible for 2019 – consider how your club/association/league would like to consider future options
