Help shape the future of community coaching and umpiring
Are you passionate about developing people and strengthening community sport? Netball Victoria is seeking a full-time Community Workforce Capability Manager to build a sustainable, skilled and well-supported community workforce across Victoria.
Combining strategic workforce planning with technical leadership in community coaching and umpiring, you’ll create clear development pathways and practical learning opportunities. You’ll help coaches, umpires, mentors, developers and facilitators build their capability and confidence, while supporting associations and leagues to deliver high-quality community netball.
Based at the State Netball Centre in Parkville, Melbourne, this full-time role operates within Netball Victoria’s hybrid working environment, with time in the office and working from home.

About the role
Reporting to the General Manager - Community, you’ll design, build and lead Netball Victoria’s community workforce system, from recruitment and onboarding through to education, deployment, mentoring and retention. You’ll provide subject-matter leadership in community coaching and umpiring, ensuring learning content, technical standards and delivery align with Netball Australia frameworks, Netball Victoria priorities and player, coach and umpire pathways.
Key responsibilities include:
• Designing statewide workforce frameworks and clear recruitment, development and recognition pathways.
• Leading coaching and umpiring education, resources and technical standards, aligned with national frameworks, and supporting quality delivery.
• Building recruitment pipelines with community and education partners, and consistent onboarding covering expectations, payment, availability, safeguarding and integrity.
• Coordinating workforce scheduling and deployment for education, affiliate support and regional activities.
• Strengthening engagement and retention through mentoring, peer support and recognition.
• Using workforce data, forecasting and reporting to target support, guide investment and measure impact.
• Leading the team, managing budgets and collaborating with stakeholders to align workforce and pathway priorities.
What you will bring:
• Relevant tertiary qualifications or at least five years’ relevant work experience.
• Experience leading community coaching and/or umpiring development, education, technical standards or workforce capability in sport.
• Knowledge of coach and umpire development frameworks, adult learning and practical community sport delivery.
• Experience delivering strategic plans, budgets and complex projects, and managing staff and/or volunteers.
• Strong communication, stakeholder engagement and organisational skills, with the ability to work independently and collaboratively.
• Strategic thinking, sound judgement and a commitment to innovation, improvement and inclusive grassroots sport.
• A current full driver’s licence and availability for regional travel, evening and weekend work.
• A current Working with Children Check (or willingness to obtain).
• A current National Police Check (or willingness to obtain).

About the role
The Eastern Region Manager is a highly visible, regionally focused leadership role where you’ll act at the connection between Netball Victoria strategy and initiatives and community impact.
You’ll work closely with internal teams across community, growth, facilities and stakeholder relations to deliver programs, initiatives and outcomes that matter on the ground, and on the court.
What you will do
• Drive participation and growth across the Eastern region by delivering upon Netball Victoria’s participation strategy.
• Support programs such as NetSetGO, school initiatives, diversity and inclusion and pathways.
• Promote competitions and key events across the region.
• Build capability across the network by supporting Associations, Leagues and Clubs with governance, planning, capability uplift and volunteer development.
• Build trusted relationships with affiliates, councils, regional bodies and community stakeholders.
• Act as a key advocate for the region and its needs, including providing local insight into facility planning and infrastructure conversations.
• Share best practice and drive initiatives to improve member experience.
• Shape the strategic direction of netball across the region.
• Manage regional planning, reporting and budgets.
• Build strong relationships across the community to support grassroots netball development and enhance participant and volunteer experiences.
Due to the nature of the role, some evening and weekend work will be required.
What you will bring:
• Relevant tertiary qualification in sports management, business administration or a related field.
• Proven experience in a leadership role (sport, community or membership-based environment).
• Understanding of grassroots sporting organisations and cultures, with netball experience highly regarded
• Strong stakeholder engagement skills across diverse groups.
• Experience working with volunteer-based organisations.
• The ability to balance high level thinking with practical delivery.
• Confidence working autonomously in a regional role.
• Valid Employee Working with Children Check.
• Willingness to obtain a Police Check.
